Five Pavese Law Firm Attorneys Honored as 2023 Best Lawyers in America
Pavese Law Firm partners Christopher J. Shields, Steven C. Hartsell, Neale Montgomery, Katherine English, and Irene Kennedy Quincey were selected by their peers for inclusion in the 29th edition of The Best Lawyers in America©. Shields was selected in the practice area of Real Estate Law. Hartsell and Montgomery were selected in the practice areas of Environmental Law, and Land Use and Zoning Law. Katherine English was selected in the practice area of Land Use and Zoning Law, and Irene Kennedy Quincey was selected in the practice area of Environmental Law. Additionally, Quincey was recognized as the 2023 Fort Myers Environmental Law “Lawyer of the Year.” Only a single lawyer in each practice area and community is honored with a “Lawyer of the Year” award.
Mr. Shields is Florida Bar Board Certified in both Real Estate Law and Condominium & Planned Development Law. His primary areas of focus are residential and commercial condominium, cooperative and homeowners’ association law, and he provides legal counsel to community associations throughout Southwest Florida. Mr. Shields joined Pavese Law Firm in 1984 and became a partner in 1990.
Mr. Hartsell is Florida Bar Board Certified in Condominium and Planned Development Law. He concentrates his practice in zoning, land use and real estate law as well as local government administrative law matters, representing clients in administrative matters before city and county commissions, councils and boards throughout Southwest Florida. Mr. Hartsell joined Pavese Law Firm in 1986 and became a partner in 1990.
Ms. Montgomery’s practice areas are land use, local government, environmental and water, and real estate law as well as local government administrative law matters, representing clients in a variety of development, entitlement and administrative matters before city and county bodies throughout Southwest Florida. She is involved with real estate development and permitting issues at the local, regional and state level. Ms. Montgomery joined Pavese Law Firm in 1986 and became a partner in 1991.
Ms. English concentrates her practice areas in agriculture, environmental and land use law with an emphasis on seeking and protecting entitlements for larger properties to maintain value and productivity. She is a native of Southwest Florida and her family has farmed here for more than 100 years. She is committed to the protection of private property rights and supporting the people who produce food and fiber and protecting the natural resources of the State of Florida through wise land management. Ms. English joined Pavese Law Firm in 1994 and became a partner in the firm in 2000.
Ms. Quincey’s primary practice areas are Environmental Law, Governmental Law, and Agricultural Law with an emphasis on Water Law, surface water management, wetlands protection and state and federal permitting. Ms. Quincey joined Pavese Law Firm as a Partner in 1994, bringing her many years of experience in the areas of permitting, rulemaking and water policy development on major water resource issues including Water Supply Planning, Wetland Regulations, Lake Okeechobee SWIM and Everglades Protection.
